Payroll correctness sweep
14 bugs found and fixed across the payroll pipeline (Sprint 2 verification, May 25). The pay engine is now harder to fool with adjusted clocks, retro back-pay, and CSV submission edge cases.

Five stories actively being built: 6-point SANDATA capture, attestation + four sign-off methods, live-in provider transmission, pre-submit OT projection, and home/community categorization for state audit.
